Here are the stakes for the FY2018 Boston Vision Zero Budget

Take 5 minutes to:

Here’s the upshot: Policy and aspirations in this city around walking and cycling and safer streets for all are not being met with resources. When the Herald takes note and publishes a front page article on the 9 pedestrian crashes that occurred on a single day last week and then local tv devotes as much time as they just have to the same issue, it begins to feel like the time may finally have come to really do what needs to be done to make our streets safer and better for all users. The municipal fiscal year starts every July 1. The FY2018 budget will be developed and approved in the next handful of months. The Vision Zero line item in the current FY2017 budget is $3.1 Million for a city of about 670,000 people. As the TV piece indicates, that’s woefully inadequate. On a per capita basis, it’s on the order of a third of NYC’s vision zero budget and 1/25th of San Francisco’s. Let that sink in. On this World Day of Remembrance for Road Traffic Victims (according to the World Health Organization, 1.2 million people killed every year by traffic violence and 50 million injured), we are dismayed to report another serious pedestrian crash in our neighborhood. On Friday, a nine-year old boy was hit by a car shortly after stepping off his school bus at the intersection of Metropolitan Ave and Kittredge Street. The most informative media report comes from WCVB: Boy recovering after being hit by car in Roslindale. We extend our sympathy to the boy and his family, and wish him the speediest possible recovery.

Although it looks like the child will recover, we must remember it is predictable and indeed certain that crashes like this will happen again and again until and unless we do more than pay lip service to Vision Zero Boston. A quick look at the intersection, which is in the middle of a slope just past a peak limiting line-of-sight visibility, reveals a stark absence of critical infrastructure to protect people on foot: no crosswalk, no traffic calming, no curb bump-outs, not even a stop sign on the main street in a densely settled area with chronic speeding problems. There are dozens (perhaps hundreds) of intersections like this in Roslindale alone, and the fact that people keep getting hit and occasionally killed by cars in them is a reminder that these incidents are crashes, not accidents.

It’s time to demand more. We can’t just wait for someone to be seriously or fatally injured on a one-off basis to take a look at specific street crossings, and then spend a year patching up that one spot. Sign the Vision Zero Petition, speak to your neighbors, and tell your elected leaders and appointed bureaucrats at every possible opportunity that it’s time to proactively address road safety across the entire city. There are plenty of successful examples to follow, but at the rate we’re going now it will be a century or more before we realize the core Vision Zero principle: No loss of life is acceptable.

Washington @ Blue Ledge – Finally done!

I wasn’t able to take pictures, but I did verify this morning that the flashing pedestrian beacon has finally been installed at the reconfigured crosswalk at Washington and Blue Ledge. In addition, the lane striping that had been torn up by recent utility work has also been restored. While I have, at times, expressed frustration with the pace of the response to the tragedy at this location, the end result here is definitely a substantial improvement from a pedestrian safety perspective.

Thanks again to the city’s transportation and public works departments, and their consultants and contractors, for developing a plan, taking on this installation, and getting it done.

We can only hope that we don’t have to do any more rapid responses in Roslindale and elsewhere in the city. Instead, it would be great to step up the effort to turn Vision Zero from policy to reality — to take the lessons learned about planning and process here and apply them to all of the many, many places around our neighborhood where we know dangerous pedestrian and bicycle conditions exist.

Washington @ Blue Ledge – Flex posts are now on the ground!

We are happy to report that flex posts have gone in the ground at Washington & Blue Ledge. Our sincerest thanks to BTD and PWD for moving the Vision Zero crash response here to this milestone. All that remains is the installation of the pedestrian crossing beacon. A couple of photos taken early on Saturday morning.

Rally for Safer Streets – City Hall Plaza – September 29, 2016 6pm-7pm

Rally for Safer StreetsWalkUP Roslindale is joining with all of its allies in the Vision Zero Coalition to encourage everyone to turn out for a major Rally for Safer Streets. We will gather at City Hall Plaza on September 29, 2016, from 6pm-7pm to demand meaningful steps toward the Vision Zero goal of truly safe streets. Counting down to rapid response improvements at Washington/Blue Ledge – 30 days to go

I understand from a conversation I had late yesterday with Charlotte Fleetwood, BTD’s Vision Zero Coordinator, that the expectation is that the full set of safety improvements for Washington @ Blue Ledge will be installed by the middle of July. To be completely clear, Charlotte did not guarantee installation by July 15, but I’m going to use that date as the target.

So, 30 days and counting down, or 155 days and counting up.

148 Days and Counting — Waiting for action near Washington @ Blue Ledge

It is now 148 days since Roslindale resident Silvia Acosta was struck and killed by a hit-and-run driver while walking in a crosswalk near the intersection of Washington Street with Blue Ledge Avenue. To date, the city’s sole response has been to place a vehicle speed monitoring sign on the northbound side of the street. And that’s it, for what is supposed to be a high-profile Vision Zero “rapid response” project. WalkUP has been following this closely and we’ve heard many times that plans were close to final, that changes were imminent, and still nothing. How much longer does the city expect our neighborhood to wait for policy to turn into real action?

The last 10 days – Eventful

They’ve been a bit crazy, truth be told, as follows:

  1. “Le Green T est arrivé!!!” For those of us in Peters Hill, the arrival of Green T to the intersection of Walter and South a week ago Thursday means that we now have a community front porch. By all accounts, including their own, the Green T folks were genuinely surprised at the immediate response of our neighborhood to having somewhere to enjoy good coffee, smoothies, and sandwiches in a well-crafted space open to the street. But there you have it. Yours truly (Matt) was patient zero of this particular viral event – I was there promptly at 5:30 am on opening day and I was not disappointed – a tasty latte and a flaky croissant and off we went. The first 4 days were supposed to be a soft opening, but soft it most certainly was not. We have been desperate for something like this, and we were not to be denied the pleasure IMMEDIATELY. It has become an instant focal point over here, the place that fills in the blank for “Meet me at ________ for coffee.” I personally live 2 blocks down and will attest that foot traffic has picked up significantly since the shop opened. Sarah Kurpiel Lee: We most certainly need bike parking asap. Please identify the appropriate location.
  2. Open Streets? In my own capacity as president of the WalkBoston board of directors, I was caught up in the debate over the possibility of open streets in Boston after the Mayor’s twitter chat last Wednesday raised the issue. Due to various conflicts (the ED was traveling and the communications director had a command performance), I ended up on the local news urging that Newbury Street (and various other streets in town) be considered for temporary, one-day closure this summer along the lines of what recently happened in Paris with the Champs-Élysées and has been happening on Memorial Drive in Cambridge since the 1970s. You can see the piece here. For the record, I think the folks they found on the street said it most directly and effectively. It’s just a good idea. Plain and simple.
  3. And then there is Vision Zero Boston. I attended the City Council hearing last Monday, but couldn’t stay, so our written comments had to stand as our testimony, as has been reported separately on this webpage. A WalkUP group followed up at the Mayor’s Roslindale coffee our by stressing to his honor how concerned we were about the slow pace of Vision Zero implementation, especially as it applied to Washington at Blue Ledge. It appears that the rapid response at this location may turn into something of a test case for what needs to be done going forward at that location and many, many others around town. As we said in the comment letter, everyone in this city deserves to feel safe on the street on which they live. Everyone. No exceptions. Old, young, rich, poor, all ethnicities. It is one very meaningful way to measure a city’s fairness in dealing with its citizens. And as the post from earlier in the week said, we will need to stay on the city’s various actors (mainly BTD, but also PWD and the BRA) on these issues. The right thing won’t happen by sitting back and waiting for it.

WalkUP Testimony at City Vision Zero Hearing

The Boston City Council held a hearing today on Vision Zero and traffic calming in the city. WalkUP Roslindale attended and submitted testimony, reproduced below and available as an official PDF. The preliminary take-home is it’s going to take a lot of work and pushing our officials zealously to really turn the ship in the right direction.
